Not that he has much of a tan at the best of times, a combination of being active mostly at night and western European genes. But he still knows his little brother, and this is beyond what's normal.
Dick does wait out the end of the meeting, giving Tim a little bit to sort himself out before heading to the room. He knocks on the door, rocking back on his heels. After all, Tim could be taking a nap.
